Stephen R. Davis has been appointed President of Neurogen Corporation (Nasdaq: NRGN), a small molecule drug discovery and development company. Stephen has also been selected as the eventual successor to William H. Koster, CEO of Neurogen. Stephen has been responsible for the business operations of Neurogen, including the business development, finance, and legal functions of the Company. Prior to joining Neurogen as Chief Financial Officer in 1994, he practiced as a corporate and securities attorney with Milbank Tweed Hadley & McCloy. At Milbank, Mr. Davis focused on transactions which raised capital in public and private markets for established companies, as well as the formation of numerous joint ventures and alliances. He began his career with Arthur Andersen & Co., where he focused on auditing and advising clients in regulated industries.

Peter S. Paine currently lives in Princeton, NJ with his wife, Els, and 3 children. Peter officially stopped practicing law in 1996 when he left Drinker Biddle & Reath in Philadelphia to become a consultant with McKinsey & Company. After a brief stint as a biotech marketer at Centocor, he is now a partner in a small but growing consulting firm, Rosetta Marketing Strategies Group, where his clients are large pharma and biotech companies.

Richard A. Robinson has joined the Wilmington, DE office of Reed Smith as a partner in its Commercial Restructuring and Bankruptcy Group.

Todd Tuten  M. Todd Tuten, has been elected partner at Patton Boggs in Washington, DC. Todd advises clients on federal regulations and legislative matters with an emphasis on health-care policy. Prior to joining the firm in 2003 as of counsel, Todd was chief of staff and counsel to former Rep. Michael Bilirakis (R-Fla.).

O. Milton Fine II, a longtime attorney on Arkansas Gov. Mike Huckabee’s staff, is the Arkansas Workers’ Compensation Commission’s newest Administrative Law Judge. The AWCC is administrator of the state’s workers’ compensation laws and resolves issues for stakeholders in the workers’ compensation community.

He was an associate at the law firm of Mitchell, Williams, Selig, Gates & Woodyard in Little Rock from 1990 to 1992. He then went to work for the state, first with the Attorney General Office from 1992-2002, then with the Governor’s Office in 2002. He was Assistant Attorney General in the Medicaid Fraud Control Unit and, later, in the Criminal Department.

In the fraud unit, Fine was hired to begin the first of its kind program in the nation to bring civil actions against providers for Medicaid fraud. In 1994, the unit was sixth among its peers in monetary recoveries, totaling more than $1.8 million. In the criminal department, he was in charge of substantial federal and state litigation and argued numerous cases before the state’s Court of Appeals and Supreme Court. For the governor, he was Assistant Legal Counsel, serving as policy advisor to state agencies, boards, commissions, and departments. He also handled all Freedom of Information Act requests. He became Governor Huckabee’s Chief Legal Counsel in January, 2004, and was liaison to many state offices. He drafted executive orders, policy directives, and proclamations.

In his community, Fine is a volunteer for Access Schools, a member of the Rotary Club, and a church deacon. He has served as a board member of the Community Concerts of Greater Little Rock and also has been on the City of Little Rock Safety Commission.

T. Alan Harris has joined the Houston office of Sutherland Asbill & Brennan as a partner in the firm's Corporate practice.

SumnerPhyllis  Phyllis B. Sumner has joined the firm of King & Spalding as a partner in its business litigation group. Phyllis most recently served as Assistant United States Attorney for the Northern District of Georgia. Phyllis brings to the firm extensive experience handling complex, high-profile matters, including the cases against Centennial Olympic Park bomber Eric Rudolph and former Mayor of Atlanta Bill Campbell. At King & Spalding she will focus her practice on complex financial and other commercial litigation matters, as well as internal corporate investigations. "Phyllis is a highly qualified, highly regarded and well-known trial lawyer whom we are very proud to welcome back to the firm," said Daniel J. King, the leader of King & Spalding's Atlanta business litigation group. "During her years of government service, she has amassed a wealth of high-profile trial experience, including many complex cases involving financial institutions and healthcare companies. This experience will be very meaningful to our clients."

Phyllis started her legal career at King & Spalding in 1990, when she joined the firm as an associate in its special matters and government investigations group. She then moved to Chicago, where she was an associate and then a partner at Katten Muchin & Zavis. In 1999, she was appointed Assistant United States Attorney for the Northern District of Illinois, where for three years she successfully prosecuted numerous cases involving financial fraud, money laundering, healthcare fraud and other criminal matters. Since February 2002, she has served as Assistant United States Attorney for the North District of Georgia, where she successfully prosecuted public corruption, domestic terrorism, tax and complex financial matters. "I am thrilled to be returning to King & Spalding, where I began my legal career," said Phyllis. "During my years of public service, I had the privilege of representing the United States in some complex and fascinating cases, and I look forward to bringing that experience back to the firm and its clients."

Rene Augustine is serving as associate counsel in the White House Counsel's Office.

Elizabeth (Thompson) McCallum received one of the 2005 ABA Pro Bono Publico awards. Beth was selected for the award by the ABA Standing Committee on Pro Bono and Public Service. Beth is an attorney with the Washington, D.C. office of Howrey LLP.

PittmanJonathan  Jonathan Pittman is a member of Crowell & Moring's insurance and litigation groups, based in Washington, D.C. His practice focuses on representing and counseling insurers regarding environmental asbestos, long-term exposure, and other complex coverage issues at the trial and appellate levels. Jon earned his undergraduate degree in economics from Vassar College. Before joining Crowell & Moring, he served as a law clerk for the Honorable John A. Terry of the D.C. Court of Appeals.

John Thomas is president, chief development officer and business counsel for Cirrus Health, a premier healthcare development and management company. Thomas will oversee development of new ambulatory surgical facilities and surgical hospitals for Cirrus Health. John previously served as vice-president and general counsel for Baylor Health Care System in Dallas. He earned his undergraduate degree in economics from Jacksonville State University in Jacksonville, Alabama.
