Since his appointment to the Delaware Court of Chancery in November 1998, Vice Chancellor Leo E. Strine Jr. has written numerous opinions, particularly in the area of corporation law, and authored many articles on business law topics. Among the recent opinions Vice Chancellor Strine has authored are In re Netsmart Technologies, Desimone v. Barrows, In re Lear Corp., In re Topps Co., Trenwick America Litigation Trust v. Ernst & Young, In re Cox Communications Inc., In re Toys “R” Us, Inc., and Hollinger Int’l, Inc. v. Black, Production Resources Group.
Before his appointment to the Court of Chancery, Vice Chancellor Strine was Counsel to Delaware Governor Thomas R. Carper, ultimately assuming responsibility for overall policy coordination in addition to providing legal counsel to the governor. In those capacities, he played leading roles in developing the legal strategy for litigating the New Castle County desegregation case unitary status motion, crafting the $200 million Delaware v. New York settlement, and drafting the welfare reform plan, “A Better Chance.” He also drafted and spearheaded Governor Carper's effort to secure passage of Delaware's standards-based educational accountability, charter school and public school choice legislation.
Before joining Governor Carper's staff in 1993, Vice Chancellor Strine was a corporate litigator at Skadden Arps Slate Meagher & Flom.
Early in his career, he was a law clerk to Judge Walter K. Stapleton of the U.S. Court of Appeals for the Third Circuit and Chief Judge John F. Gerry of the U.S. District Court for the District of New Jersey.
He currently holds adjunct teaching positions at the Harvard, University of Pennsylvania, and Vanderbilt law schools. During the 2006-2007 year, he served as special judicial consultant to the American Bar Association’s Committee on Corporate Laws.
At Vanderbilt Law School, Vice Chancellor Strine teaches Mergers & Acquisitions Deal Dynamics.
