Full membership in SEAL requires staying current with annual dues, which are SEAL's primary source of funding.  Full membership status includes voting rights, as well as access to password protected pages of the website.  As a non-profit academic society, however, SEAL chooses to offer a no-dues option for those with insufficient means to pay dues, or with other limitations that render full membership impractical.
