Paper by Ramon Ryan ’21 identifies enforcement gap in regulations governing environmental impact of satellites
Ryan’s paper, which will appear in the Vanderbilt Journal of Entertainment and Technology Law, suggests that the FCC’s approval of SpaceX’s Starlink Mega Constellation may have been unlawful because the agency failed to consider the impact of satellites on the night sky.
