On February 4, Professor James Blumstein testified before the Tennessee Senate Health and Welfare Committee on an eventual proposal for targeted legislation mandating standard-setting for Quality Improvement Organizations (QIOs) with the goal of establishing appropriate safe harbors for standards of care. Blumstein, the University Distinguished Professor of Constitutional Law and Health Law and Policy, testified alongside Dr. Alan Storrow.
